Every customer and every consumer wants to have a way to verify that they get what they ordered. Whether we are buying a car or a pound of ground meat, we want to be able to independently verify the parameters, like gas mileage or weight, which impact our purchasing decision. We may not choose to actually make the verification measurements each time, but we want to have the means to do so should we choose. The same is true for all kinds of packaging. While there are many different ways one may try to set up packaging specifications so that key parameters are verifiable, people typically approach the specification issue by building a materials spec, because that is most easily verified. Materials specifications ensure that we get today what we got yesterday, at least within a rather large and often poorly understood window. This is not necessarily what we need, it is just "what works," at least most of the time.
